The Rolling Stones recorded Black and Blue while auditioning Mick Taylor's replacement, so it's unfair to criticize it, really, for being longer on grooves and jams than songs, especially since that's what's good about it. Black and Blue was put together piecemeal from a variety of sessions while the group auditioned for Taylor's replacement, eventually settling on the Faces' Ron Wood. With Richards faltering, Jagger mimicked and expanded the Stones' textbook approach.
